Yes. It uses grapheme-aware counting so multi-part emojis and accented characters count as a single character each, matching how people actually perceive text length rather than raw code units.
Should I always stay under the truncation limit?
Not always. A strong hook in the first 1-2 lines matters more than total length. Long posts can still work well if the opening earns the click to "See more," but for ads and short announcements, staying under the limit avoids truncation entirely.
